Folio 144: Harcourt to Weymouth. Two merchants have come to Paris to try to insure the ships of the Compagnie des Indes, whose cargoes are security for their drafts. When Choiseul said he would not meddle in the company's affairs, Harcourt reminded him of the king of France's commitment to payment for prisoners of war. Choiseul explained his plan to pay off the [Canada] reconnaissances, when the market price is low. The expenses of the bureau of foreign affairs and the army are reduced. The dispute about pennants is likely to be settled. He encloses f.147. Date and place: 1770 Mar 21 Paris
