Folio 64: Harcourt to Weymouth. Encloses ff, 68, 91, excepting the Canada reconnaissances belonging to British subjects from the decree of January 20th 1770 [f.81]. He comments. New financial regulations made by the controller general bear heavily on property and may lead to bankruptcy. Choiseul voiced outspoken criticism of them, saying that after this, if the king asked for a further loan, no-one would lend him anything. Du Barry's allowance is said to have been doubled. She is on good terms with the controller, but Choiseul had forestalled an attack on himself by them. The controller and chancellor are likely to be made ministers, thus weakening Choiseul's position on the Conseil d'Etat. The death of monsieur Vasal, a farmer general, is a blow to the controller, depriving him of a promised 100,000 crowns per month. Enclosed ff.69 to 89, decrees about finance.
