Folio 192: Harcourt to Weymouth. Choiseul complained that, in spite of her assurances of friendship, Britain thwarted and opposed French activities at all times. He accused her of giving money to the Corsicans and having received Paoli with open arms. He raised theincident of the French ship fired on in the Downs for not lowering her pennant. They discussed the Russian fleet. Choiseul's bad temper arose, perhaps, from French disappointments in Sweden and Turkey. He encloses f.196 about the French navy and comments on it.
