Folio 52: Walpole to Shelburne. When pressed Choiseul repeated France's sincerity in desiring peace, as did her allies, also her unreadiness for war but if attacked she would defend herself. He said France had fulfilled her treaty obligations at Dunkirk and that the Manila ransom was not her business. The island of Capraia has been taken. Prussia has nominated Goltz as minister to France. Austria seems superficially content. Discontent with L'Averdy grows. Breteuil will not succeed him, leaving Foulon, intendant of Marine, without competition [see f.14]. There is widespread discontent in France, threats to the life of Choiseul and many arrests.
