Folio 177: Rochford to Shelburne. Choiseul has read to him a letter from Francès, saying that the British suspect France of stirring up discontent in America, using agents, and naming one Roget and another Hopkins, who has been employed in the West Indies and the Mississippi area. Choiseul was concerned that Britain should think France capable of this in time of peace and gave details of Hopkins' activities. He was now ill in bed in Paris and Rochford could visit him. Choiseul has strong proof that Saxton had been taking soundings.
