Folio 1: Shelburne to Rochford. Refers to a secret and confidential letter from Rochford about Canada, which was removed from this correspondence. He is given discretion to offer more money for more information. He will issue a passport to Irwin, a French officer, and to other officers on Rochford's recommendation. He reminds Rochford that the cession of Corsica to France would be contrary to the Treaty of Aix-la-Chapelle.
