Folio 147: Intelligence report from a well-wisher lately from France. France is contemplating war against England and is accumulating gold. The army consists of 275,000 regulars and there has been a most rigorous levy of militia. The navy consists of 95 ships of the line and employs large numbers of English ships' carpenters and pilots. France has been importing large quantities of lead from England, mostly from Chester. French engineers have taken soundings off the coast from Cherbourg to Dieppe and from St. Valéry-sur-Somme to Dunkirk and a new harbour is planned between Calais and Boulogne at Ambleteuse. France remembers Britain's example of action before the last war was declared and intends a reprisal.
