Folio 4: Rochford to Shelburne. Encloses f.8. Merchants in Paris are not worried about the recent edict about the Canada paper [see SP 78/273, f.282]. He quotes article 13 of the convention. Guinand's fears may be exaggerated. He lists these and answers them. He refers to the claims of Vialars and Rybot and encloses ff.10, 12, 14, 16.
