Folio 251: Rochford to Shelburne. Choiseul denied that negotiations were on foot with Spain and Naples about privileges for consuls but he had ordered Begliardi to try to regulate them. He thought Spanish customs officials were too strict in their searches of smallvessels and Spain agreed to treat all vessels over 100 tons in the same way, when looking for contraband. Poland was discussed. Choiseul thought Prussia strangely quiet, France would not interfere and would try to prevent Austria from doing so. France was more concerned with what Britain was doing in America.
