Folio 176: Shelburne to Rochford. He restates Britain's arguments about Dunkirk. He is to give no ground. Frazer is returning with instructions that he and Desmaretz are to check that the sluices are opened at regular times and that the French are not clandestinelyletting in the sea at Mardyke to give the appearance of flooding. There is not a single soldier or cannon on Turks islands and there are no fortifications. As France has handed the issue to Spain [see f.152], she cannot expect a memorial. In view of Choiseul's statement [see f.152], the matter of the Treaty of Commerce can now be settled. Encloses f.179.
