Folio 152: Rochford to Shelburne. Reports long talk with Choiseul. Rochford said that France's threat to repair the cuts in the jetties at Dunkirk threatened the peace. Choiseul, heated at first, said the cost in men and money of opening the canal of Mardyke would be prohibitive. He said he was ignorant of the declaration by the French commissaries of 1714 about the Treaty of Commerce. If correctly quoted, the treaty was valid and he asked for a copy of the original [see SP 78/272, f.149]. Choiseul repeated that Britain was fortifying Turks islands, while Rochford reiterated Britain's claim to rights over it. Choiseul had sent a memorial to Spain, who was vitally concerned.
