Folio 29: Rochford to Shelburne. His discussion with Choiseul called for an immediate dispatch. Choiseul proposed French arbitration about the Manila ransom and a British agreement to make no settlement on the Falkland islands. Rochford rejected French arbitrationbut pledged no British action on the islands, if the ransom was paid in full. Spain resented this but Choiseul would urge her to accept it.
