Folio 5: Rochford to Shelburne. France and Spain have neither the desire nor ability to make war at the moment. Merci, in a dispatch, has quoted Choiseul as saying his object is to humour (ménager) the English and that in 1770 France will have the best army, a respectable navy and money in the bank. Rochford thinks these prospects overrated and encloses details of a new bank [f.8], of which the court will take advantage. Laborde has been ordered to send 600,000 livres to Breteuil in Sweden, to use in case an extraordinary diet is assembled.
