Folio 72: The king's separate and private instructions to Rochford. These refer to the observance of treaties, the need to watch the close relationship of France, Austria and Spain and any secret agreements or overseas cessions between France and Spain. He is to investigate French trade, Britons trading in France, her trade with Portugal and in the West Indies. He is to warn against French encroachment on the African coast and watch for any strengthening of her army and navy, since France and Spain may seek to recover lost territories. He is to keep close touch with the British ambassador in Spain and watch for any Spanish designs on Portugal. He is to watch French relations with Prussia, Russia and the Empire and the interests of protestants in Germany. He is to report on the young Pretender, France's finances, the relations between the government and the Parlements and the clergy. Rochford is briefed about Dunkirk. Any French activities in America and Newfoundland, St. Lucia and Cayenne must be watched.
