Richmond expounds the British standpoint, referring to the Treaties of Utrecht and Paris. The committee of Canada merchants is sending mr David Lauzun to receive the 2,500,000 livres as reconnaissances for the Canada bills [f.82 enclosed]. Encloses letters to the French king and queen.
