Folio 23: Richmond to Conway. Discusses measures for settling the payment for the Canada paper money in Europe and encloses copies of the two decrees of the Conseil d'Etat [ff.31, 33] referred to in f.17. Praslin believed France had complied with everything requested in SP 78/268, ff.275, 277 but was unwilling to give a written agreement and Richmond would not assume agreement without one. Praslin said that the parents of the children detained as converts must have recourse to law in order to establish reciprocity with English practice. Choiseul denies Britain's right to destroy the jetties and the remains of the forts at Dunkirk, basing his argument on his interpretation of treaties. Encloses letters for the king.
