Folio 17: Conway to Richmond. Very disappointed at the French proposals for paying the Canada bills. Pitt has spoken warmly on the subject in Parliament. The French seem to be prevaricating about Dunkirk and the `decoyed' children. France is recruiting for the army from the militia because of the number of desertions. Rochford reports remarks by Squillacci [Spanish minister of state] about Spanish troop movements, possibly towards Portugal. He is to be watchful in view of the close friendship between Choiseul and Grimaldi. He refers to decrees of the Conseil d'Etat of December 29th and 31st about the Canada bills. The setting of the closing date of October 1st without consultation was an impertinence.
