Folio 118: Reply to Hume's memorial [SP 78/267, f.181]. Reports from the governor of St. Pierre, the chevalier Dangeac and captains of ships back from Newfoundland are now available. 1. encroachments on harbours and bays; such French fishermen are acting without authority and are no concern of the governor of St. Pierre. 2. encroachments into the waters south of the island; the Treaty of Paris gave St. Pierre and Miquelon to France absolutely, the only conditions being to limit the number of armed men and to forbid fortifications. Therefore France has the normal fishing rights round these islands. 3. the stationing of ships with troops; the ship's orders were to bring supplies to St. Pierre and to supervise the conduct of French boats, then to return to France. 4. a French man-of-war in the gulf of St. Lawrence; no warship was sent there, the report is too vague. The memorial refers to the intolerable tone of Palliser's letter to the governor of St. Pierre [see f.25].
