Folio 17: Conway to Hume. The French are delaying answers about the Canada bills, by their usual practice of promising answers in form, which are never given and switching negotiations from Paris to London and back again. Britain must be cool, firm and correct. Hecomments on the Canada bills and encloses a letter he wrote to Blosset. France is evading the issues about Dunkirk. Britain assumes she can send one or more engineers whenever she likes. There are similar delays about Newfoundland. Conway restates strongly Britain's treaty rights in relation to the Brown case at Dunkirk.
