Folio 202: Halifax to Hertford. Guerchy had demanded an Act of Parliament to lay down the rights of ambassadors in foreign courts and had left copies of the correspondence with all foreign ministers in London, in the hope of getting a joint approach. British ministers are to try quietly to prevent this, since the law of nations is impossible to define precisely and is already as sacred in Britain as elsewhere. Circular letter, sent also to British ministers in Madrid, Lisbon, Venice, Florence, Turin, Naples and Berne.
