Complains that the French orders to Guadeloupe have been dispatched without the promised amendments [see SP 78/259, ff.182, 256, 259]. Encloses copy of reply from the Postmaster General about the Dover packet [missing here, see SP 78/259, ff.160, 162] and outlines its contents.
