Folio 136: Pitt to Stanley. f.130 and the proposal to Choiseul [f.134] will be considered in the greatest secrecy. Pitt sends his counter-plan in the form of observations on f.134. French conquests in Germany cannot be treated in the same way as other conquests; territories ceded cannot be mutilated, for example new limits for Canada cannot be accepted, nor the exception of Cape Breton and fishing rights; the demolitions at Dunkirk must be brought into the discussions; Belle-Isle is adequate compensation for Minorca. The question of India remains open. Pitt then summarizes the 6 points which are unalterable. 1, Canada and dependencies to be ceded in entirety to Britain. 2, Senegal and Gorée to be ceded also. 3, Dunkirk to conform to treaty of Utrecht. 4, Neutral Islands to be evacuated and divided by treaty. 5, Minorca to be restored to Britain and Benkulen and Sumatra evacuated. 6, Restitution of French conquests from Britain's allies in Germany. Details given. Stanley must warm France against any thoughts of acquiring Ostend and Nieuport.
