Few French applications for licences to privateer; war not expected to last long; French hopes of a Jacobite takeover have faded; French reluctance to welcome Charles Stuart at Court because of the expense; Fenelon may try again toobtain Dutch neutrality before France commences a campaign in Flanders; reports that Franco-Spanish forces have taken Nice, and that Don Carlos' is joining de Gages' army.
