Hopes the protest over Charles Stuart's arrival in France will not be construed by the French as a sign of weakness; French encouraged to believe because of tradition of free speech in England; cannot confirm that Charles is in Paris; Franco-Spanish squadrons ordered to attack Mathews' fleet; French requisition vessels at Dunkirk for naval transport.
