Folio 227: Copy of the printed paper circulating in Paris: British intransigence evident from the breaking off of negotiations with Spain, and starting of hostilities in the Americas before declaring war. The pretext for this aggression was that Spainish coastguards had interferred with British shipping, but France has patiently suffered British interference with her shipping without obtaining redress for loss and injury sustained; France hoped British attacks would abate but destruction of defences at Porto Bello and [Nuevo Chagres] showed otherwise and have opened the way to contraband trade. Britain has not replied to the French declaration which stated that France cannot remain indifferent if Britain starts a campaign of conquest against Spanish possessions. The 8,000 British troops sent to the Americas, Cathcart's manifesto and Vernon's confident predictions have persuaded France to put her navy in a state of readiness, and to install batteries to defend Dunkirk and Lorient.
