Folio 138: Waldegrave to Newcastle. All foreign affairs decisions are made by Fleury, to whom Amelot defers; Fleury mentions that he has reports that Admiral Vernon had bombarded Cartagena [Colombia] but did not suffer heavy losses as rumoured; Waldegrave grateful for this information; Fleury parries Waldegrave's enquiries about French naval preparations; Fleury complains of an arrogant proclamation emanating from the British West Indies; Fleury reassures Waldegrave that should war ever break out between Britain and France, British tourists will have adequate warning to return home; Fleury's poor opinion of La Mina and Campoflorido; possibility of Spanish merchant fleet sailing for America; special levies hit French merchants in Spain.
