He has seen a secret paper given to all French ministers; Anglo-Spanish conflict over Florida, and the right to search ships for contraband and French attitudes thereto; Dutch and Austrians unlikely to ally with Britain; proposes French neutrality but with a Treaty defining boundary between Louisiana and Florida and a moderate naval rearmament; France can best gain her objectives by gradual advance.
