Newcastle suspects Fleury's apparent disillusionment with Britain and diplomatic manoeuvres proceeds from secret treaty with Spain; Waldegrave should investigate reports of secret French negotiations with Prussia; British apprehension at Tencin's influence; believes France is trying to discredit Britain in Europe; France stations Irish troops on Channel coast; rumours of Franco-Spanish support for the Jacobites and future attempt to invade Britain; Britain proposes to increase armed forces; instructs him to try and `gain' Bachelier and others in French Court.
