Folio 241: Waldegrave to Newcastle. Waldegrave believes French refusal to allow British use of Donna Maria Bay is due to their wish to interfere with British trade with Jamaica; French object to British smuggling and spoliation of timber; French insist that compensation for the Scipio can only be paid when the British pay compensation for the Fleuron, a viewpoint which Waldegrave finds understandable; unlikelihood of France permitting British turtle catchers to visit cays off St. Domingue.
