Folio 240: Waldegrave to Newcastle. Fleury delays giving a decision on the proposed defensive treaty; evacuation of British merchants from Spain will be interpreted as a sign of war by the French; British wish to keep French individuals from privateering for Spain;Amelot says Fleury is unlikely to give more than verbal promise of neutrality, which however he will maintain, since there is such a strong sympathy for Spain in France.
