France has been planning an alliance with Spain and Portugal; French secrétaires d'etat have given French government plans to Spain via Sartini, Intendant for Catalonia, and hope to unite with Spain when war breaks out between Spain and England; Austrian ambassador does not belive that Spain will submit to English demands; Holland would secretly welcome a war so that she could obtain concessions from Spain. The Vatican will contribute funds and support to Spain.
