Fleury is determined to preserve French neutrality in the event of a war and declines to guarantee the boundaries of Georgia or to join in the threatening note to Spain, but is unlikely to ally with Spain either; Fleury's suspicion that Britain sought to obstruct acceptance of French mediation between Austria and Turkey.
