Folio 42: Newcastle to Waldegrave. Suspects Chauvelin as the inspiration for Castelar's declaration, with its suspicions of the negotiations at Vienna, and the timing of its presentation before the recall of the British Parliament. Fleury is to be told of the British negotiations at Vienna, by which to secure the admission of Spanish garrisons into Italy Britain and Holland will agree to recognise the Pragmatic Sanction; Britain was unable to inform Fleury before because of the Emperor's insistence on secrecy; Castelar's declaration should be kept secret, and Britain, France and Holland must jointly try to persuade Spain to withdraw it.
