Expresses surprise that France has rejected Castelar's proposal [concerning troop contributions in the event of a war with Austria]; believes France may make a counter proposal, which Britain will reject, allowing France to lay the blame on Britain for lack of action in enforcing the Treaty of Seville and thus gain Spanish friendship; Britain will consider the French proposals.
