Folio 57: Robinson to Delafaye. Empire's envoys asked at the Congress that France be arbitrator; Britain agreed on condition that the Treaties of Hanover and Vienna are set aside, but has refused to hand over Port Mahon and Gibraltar to French care pending a settlement, unless two places in Flanders are handed over to Britain as security. George I's letter promising restitution of Port Mahon and Gibraltar to Spain mentioned. Austria asks that a balance of power be re-established amongst the maritime powers.
