Resumé of complaint against the annulment of bills and shares from which the French state gained the profit; allegation of discrimination against foreigners. French reply: foreigners must bear risk if they wish to enjoy profit; explanations for the failure of Law's System; foreign profiteers; France cannot give compensation.
