Folio 178: Memorandum from Schleinitz on the Emperor's instructions to Fonseca concerning Mecklenburg. Emperor's action differs from the previous intervention by the Circle of Lower Saxony in that the Duke is completely suspended from government, his former subjects required to swear allegiance to a new regime. As the Duke's suspension is not necessarily for perpetuity, his former independent power and [voting rights in the Diet] are not handed to a successor: The competence of the Aulic Council to confirm the Emperor's intervention should be questioned.
