Merchandise aboard the Spanish galleons belonging to French merchants amounts to two million pounds sterling; France therefore wants to obtain delivery of these effects before any declaration of war; Poyntz fears this will give Spainanother opportunity for delay. Presence of Hanoverian troops in Osnabrück is preventing Elector of Cologne from joining proposed [Treaty of the Electors]; succession to Trier.
