Folio 210: Schleinitz' paper on the Mecklenburg situation. Considers the nature of the Emperor's sovereignty over the German states; assent of Diet necessary before an Imperial decree affecting German Princes is legitimate. If the Emperor's power was not thus checked, he would become ruler of a united Germany, thus upsetting the balance of power, and ultimately would become the ruler of all Europe. Occasions when French Kings have made war to prevent that happening. France and Sweden should unite with the Duke of Brunswick-Wolfenbüttel, in opposing Emperor's ambitions.
