Dispute over constitutional position of Parma and Tuscany in relation to the Empire, and French view; Windischgrätz reveals that Emperor would welcome peaceful solution to Parma - Milan boundary disputes. [Postscript] Empire believes France is trying to persuade Philip V to return to the throne of Spain.
