Folio 210: Pontchartrain to Dartmouth. Suggests measures for arranging compensation for fishing boats and tackle. Complains of inadequate size of packet boats used for exchanging prisoners. Several died of suffocation in a recent crossing. Several proposals for exchange of particular officer prisoners. Requires return to France of those whose parole has expired. Since French officers have reported that they received no subsistance money while imprisoned in England, France will in retaliation stop payment of subsistance allowance to British prisoners until this is rectified. Protests at British warders who only allow prisoners out into the town on payment of a bribe. Suggests exchange of prisoners at Calais and St. Malo with those at Kinsale and Southampton.
