Folio 64: Pontchartrain to Dartmouth. Fishing boats restored to owners. New fishing pact successfully enforced. The totals of claims for compensation for boats captured, burnt and ransom money from each nation should be presented so that the balance outstanding can be paid. Undertakes to punish any French corsair disguised as fishing boat. Thanks Dartmouth for punishing men who maltreated officers and men of Le Content. English officers in France will be allowed to wear swords and be comparatively free if French prisoners are too. Compensation required for the St. Jean Baptiste of Bayonne and the Phoenix of Honfleur both of which suffered [double ransoms]. Release required for captain and crew of forty-five imprisoned after capture of the Phoenix, and for Irish officers imprisoned at Canterbury. English officers taken off packet boat from Ostend will be returned on parole for two months, but if the Middletons imprisoned in the Tower are not returned to France within this time, these Englishmen will have to return as prisoners to France. Arrangements made to pay captains of packet boats returning prisoners to their native country.
