Folio 64: De Bacquoy to [Williamson]. Dutch Admiralty Committee prepares to afford protection against pirates, who they learn are preparing to sail from Ostend, and from [Spanish] Biscay, to plunder shipping off the coast of Portugal. Dutch will arrest isolated vessels off Portugal and impose a duty on foreign vessels entering Dutch ports to try and stop the enlistment by the French of Dutch sailors. De Ruyter will be recalled; Hamburg and Emden will not be included in the treaty made with the Corsairs since they did not contribute to the expense of obtaining the treaty; Dutch sailors will be forbidden to enlist on foreign whalers. English Parliament's refusal to relax measures against Papists and sectarians. Dutch attitudes to Prince of Orange and the Dowager's suggestion [see f.59]. De Witt asks the States of Holland to endorse his actions and share responsibility with him. Boreel assured that French draft will soon be ready.
