Folio 120: Reply given at Charles II's command to propositions of the Dutch Commissioners. Inadequacy of the Commissioners' authority. Treaty should concern itself principally with questions of East Indies trade, whale fisheries in the northern seas, and commercial regulations. Rejection of Dutch case for fishing in British waters. Assertion of the King's sovereignty over fisheries off the British coast. Commissioners rebuked for audacity and for not adhering to normal diplomatic procedures. Dangers of proceeding to agreement without proper diplomatic safeguards.
