The main functions of the Employment Service Division (also known as the Employment Services Agency or ESA) were the development and improvement of employment office services; occupational guidance; occupational classification and information; overseas vacancies and redundancies. The ESA was also responsible for services for disabled and disadvantaged people including employment rehabilitation. The Executive Committee was the main decision making body of the ESA. The Committee consisted of twelve members and was headed by the Chief Executive who acted as Chairman. It was primarily concerned with determining the policies of the Agency and examining and reviewing Agency performance.
