These papers were issued by the Schools Council's constituent committees and panels, and deal with their responsibilities for examinations and development of the curriculum.
Until the end of 1967 the numbered papers were allotted their numbers according to the committee, panel, group or working party that issued them. Pieces 1-46 are arranged by year, and within each year alphabetically by body. From January 1968 the numbering system was simplified so that each paper carried a unique SC reference: thus SC 68/1 was the first Schools Council numbered paper issued in 1968. The order of the list from piece 47 onwards is dictated by that system.
