The Animals (Restriction of Importation) Act 1964 was the British response to Resolution No14 of the 7th General Assembly of the International Union for the Conservation of Nature which called upon all governments to restrict the importation of rare animals to support the efforts of the countries of origin to preserve animals in danger of extinction.
The import of rare animals was to be controlled by the issue of import licences by the Board of Trade with the enforcement of the provisions of the Act the responsibility of HM Customs and Excise.
The advisory committee was set up under the Act by the Secretary of State for Education and Science to provide the Board of Trade, HM Customs and Excise and later the Ministry of Home Affairs for Northern Ireland, responsible for controlling the licensing of animals imported into Northern Ireland, with specialist advice.
The advisory committee dealt with aspects of live animal imports and had some responsibility for quality assurance in the way they were kept after import, both in zoos and similar institutions.
