When the Department of Education and Science was set up, it inherited responsibility for the Committee on Overseas Scientific Relations from the Cabinet Office. At this time the committee was renamed the Committee on International Co-operation. The committee was chaired by the Under-Secretary of State for Education and Science, and its membership was made up of representatives from branches of the department which were primarily concerned with the Organisation for European Co-operation and Development (OECD), the North Atlantic Treaty Organisation (NATO) and the United Nations (UN), and in particular, the United Nations Educational Scientific and Culture Organisation (UNESCO).
The committee reported to the chairman of the Committee on Overseas Relations. Its terms of reference were to 'To deal with specific questions of the United Kingdom participation in international scientific and technical activities at intergovernmental meetings of OECD, NATO and UNESCO'. The Committee met in a series of working groups, as and when required.
