The Working Party on Public Lending Right was set up by the Paymaster General in April 1971. The Chairman and Secretariat were supplied by the Department of Education and Science and the membership was drawn from a number of organisations with interests in the subject.
The remit of the working party was to consider an amendment to the Copyright Act 1956 which would allow authors to benefit from the use of their publications through loans from public libraries.
