Description

Registered files of the Ministry of Education and Department of Education and Science, Further Education Branch concerning general adult welfare topics and voluntary organisations.

Files contain papers relating to grants made by the Education Department to national voluntary organisations and other bodies for the promotion of sporting and other local community facilities, including community centres and war workers' clubs.

The series also includes minutes and agenda papers of the Sports Council from its establishment in 1965.

Separated material

Following the Sports Council's transfer to the sponsorship of the Ministry of Housing and Local Government in 1969, certain files in the series on topics wholly relevant to the functions of the Council were transferred also.

Some files in this series have been transferred from the Welsh Office. These files were passed to that Office from the Department of Education and Science when the responsibility for further education (except for Universities) was transferred in 1978.

Administrative / biographical background

The Ministry's statutory powers and responsibilities in the field of adult welfare were contained in the Physical Training and Recreation Act 1937, as amended by Section 53 of the Education Act 1944. This enabled direct grants to be made to voluntary organisations towards the capital costs of the establishment of facilities for physical training and recreation for the adult population.

In practice these grants were awarded mainly to assist in the provision of playing fields, swimming baths, community and other recreational centres and to aid national voluntary organisations. The provisions of the Act were suspended during the war years and resumed in 1945.
